On this DVD

Would you include the line between Two and Way in the title or is it just a graphic not part of the title.
Two | Way Stretch
or
Two Way Stretch

How does it appear in the actual film? That supersedes whatever is shown on the cover.

No it doesnt, that would mean there probably wouldnt be a single movie that would be localized to e.g. Finnish.

Read the rules, it clearly states first thing in the Title section:

Use the title from the film's credits.

Foreign titles can list the DVD's locality title, as also listed in the rules. i.e. A German DVD release for a film originally produced in the United States would have the German title in the Title field and the English title in the Original Title Field.

Yes, it's just graphics which should not be simulated by text.

Read the rules, it clearly states that when the title of the DVD is different from the original title (from the credits):

Modified Titles: The Original Title field will contain the original theatrical title, while the Title field will contain the title of the DVD release.

FWIW in this case I would consider it a graphic actually but I fully agree with Gadgeteer in how it should be done if it was not a graphic.

I understand modified titles in the rules. I wasn't referring to a modified title in this particular case, which maybe wasn't stated very clearly. It IS a graphic in this case, but if you follow the modified rule to a "T" then that's up for "consideration".

Since the "new Rule" has not been implemented yet, and the Current Rule says "Take the Title from the film credits",

The Title is 'Two Way Stretch'.

Even if we were taking the Title from the cover, to include the "line" is just stupid.

However a later rule (which, FWIW, in any set of Rules I've experienced takes precedence over an earlier rule) as I quoted says if the DVD title is different from the title in the credits then the Title is (as you say) still taken from the credits but put in the 'Original Title' field and the new title from the DVD has precedence.

That is a complete misuse of the modified title rule.  The example (There's Something MORE About Mary) given is a clear indication of its intent.

I disagree that it is clear misuse... they give an example in the rules but don't say it is the only use for it. It just says where title differs from credits.

My thoughts that it goes further then that is strengthened by Ken's words himself (In the rules forum) that he felt possessives falls into that category as well.

Now would I personally use it for a line as in this example... I don't know... I personally doubt it... but I do believe it is covered within that rule.

I am with Pete, Hal. I think your interpretation of intent is far too narrow.
